Completeness: A significant fraction of ELA/ELB data has not been downlinked
 for these dates due to ground station problems. Report to be updated in the
 future.

Special/misc. notes: ELB data between 2020-10-18 07:35:06.796863
 and 2020-10-19 08:29:55.534000 is using a special test set of detector
 thresholds to maximally eliminate noise. These impact count rates in each 
 energy channel and effectively cut off the lowest energy channels.
